They have older items or items that are not sold very often for auction.

You can get your ID# by going to your profile.
At the top in the URL box, there is a number, That is your ID#.
And no you don't have to have a mule. You can make one if you like though.

edit:
For example:
if you go to my Profile my ID# is 39442.
That is what you put in.
