Yeah, it is when you want to make an i-adjective be past tense. When it is a na-adjective, you can just use でした and be fine:

しずかでした (because the word is しずかな, not しずかい)

So if you want to make an i-adjective past tense, you do this process:
Take off the い, add かった and then です
ねむいです: I am sleepy
ねむかったです: I was sleepy
See the difference?


Very commonly, a word ending with た means it is past tense.
でした -was
見つけた -found
言った -said
買いました -bought
....all past tense.

The same applies when you are using かったです.
