Well the tablet would cost much less than the software. Photo shop is obscenely expensive nowadays. I'm not sure why, I mean it's simple software to produce. It's based on what they had before. It's not like it's completely new every time.

My guess is they're just milking it for the money. I guess saying "the people buying this won't know the difference between a new version or completely new sotfware" gives them an excuse to make it crazy expensive.
