The nice thing about laptops is that, since the keyboard can't be easily replaced, the individual keys can be pried up quite easily.
This technique doesn't work on my netbook (the keys must be different), but has worked for all of my laptops.
With your computer off or your keyboard unplugged, gently get your thumb under the ctrl key. The easiest way to approach it (because of the way the hinges are set up) is to pry from the bottom of the key, closest to the edge of your laptop. You should hear a small click, and the key will lift up on its hinge.
This might be enough for you to see what needs cleaning. You'll see a small pressure button under the key, and chances are that there's either a particle of something pressing down on it, or your ctrl key came unhinged a little and you need to put it back. In any case, gently slide the key off the keyboard completely (lift up and away gently), clean the area and the actual bottom of the key, realign the hinge, and click it back into place. You might want to press it a few times to make sure it's properly locked in.
