It is. The boy was like his mother. If he falls in love with a guy, he turns into a woman permanently. If he falls in love with a girl, he turns into a man permanently. Which is why his body is underdeveloped.

And later on you'll realize one of the characters that the older brother makes a deal with is a "girl" and the older sister is actually a "guy"--Plus, the younger brother (with his body problem) dresses up in a dress to escape his father from attending the ball thing? But ends up accidentally going there anyway.

He's not a girl or a guy yet. Which is why his "little guy" is so small. rofl
