I believe whether rain brings cold or warmth depends on cold fronts, warm fronts and jet streams. But this is just what our weather man tells us when we watch the weather, so I can't expound upon that other than when rain proceeds/follows a cold front: it makes it cold - whens its with a warm front it makes it hot xD I'm not weather woman or a meteorologist so thats the extent of my expertise.

In my place, we don't have tornadoes or tsunami or blizzard... it is either sun or rain. No life threatening weather so... I take things easy. XD

I've never heard of such a place....o.o! Here we have tornado's (HATE THEM! xD), and if that don't get us the rain will flood us, lightening will strike us, or non-tornadic wind will damage the buildings or knock out our power! Oh, so much fun.....!
