And do yo need a special program? If you do, which one? o.0 I would prefer just to do it on Paint though. Hehe. xDD

I think you need Photoshop to do that.
It has to do with layers and what level of opacity it has.

Paint is the baby of all art programs, so of course it won't have this effect.

I know that you can have a .png file with a transparent background. Paint can't have transparent backgrounds as far as I know, but Adobe Photoshop can.

If you don't have photoshop, I'd be willing to do it for you. Just PM me the pictures you want with a transparent background.

You’d need Photoshop and you’d need it to be in GIF format to keep the clear background. PNG format doesn’t work as well because if you were using it for the internet, PNG format isn’t accepted as a universal format. Paint isn’t really good for much of anything if you’re trying to layer things. It’s good for other things though, despite what other people may say.

Well, it doesn't need to be photoshop. You could use GIMP, which is like photoshop, but a different program. Or you could use Painter. But GIMP is free. All you need to do is change the layer opacity--higher to make it more opaque and lower to make it more transparent.
