Popcorn - I can't speak for Bartuc exactly, as I'm not him, but he's always shown he's willing and encourages haggling on his prices. He's said several times that he wants people to haggle on the auto-buys. The auto-buys are there for those who are too shy or busy to haggle, essentially.
