Well, if we have a dystopian society, the matter of how the scientists were able to get permission to experiment on humans could be rendered rather void. It could be like an attempt at freshening the gene pool of the human species. Or we could say that the government really just wanted to create expendable life to use as slaves, soldiers, etc. But, instead of just a regular activist group, it could be a group of countries that are trying to make sure that the rumours aren't true. That would be sort of like North Korea or Iran with nuclear missiles.
I'm thinking that they would go with creating soldiers first until it became widespread, so they wouldn't need to worry about asking them to come in and cooperate. The lab could easily be placed in Antarctica somewhere or something that would be isolated. The scientists, some soldiers, and the hybrids would live their for the most part. They would be able to be trained there, though shipped around for different types of testing and training if necessary.
If it's a dystopian society, the "volunteers" would probably be poorer people that no one would miss, as well as any rich members of the ruling body that wanted to see their child or whatever as a part of the future or something.
