Kay we can start this thing in East Bastion. A Southwestern coastal city that has a steady flow of trade, immigration (legal and illegal), and because of those first two crime. Trade itself being awkward in it's works and looking at how this place can grab items from just about anywhere with little effort, there is always a mild bit of corruption in the works. This corruption done originally by Americans of high status eventually leaked down to those who came from others countries and those less fortunate in our own country. This caused groups from many parts to separate from their old clans and beliefs and force their way into the business of trade as The Order. The Order, since it's beginnings in working on the crooked side of Trade was able to work it's way up in crime, planned robberies, drug dealing, grand theft auto, planned hits, fixed elections, prostitution, stock market ransom, ect. And due to it's almost all around domination of crime in this city has forced the city into a depressing state of drugs, violence, and internal war that rips most towns apart, controlled entirely for profit by The Order.
When you are some thug on 3rd street, some Mexican who smuggles people across the border or your gang kills them, one of those gangs built to give immigrants a chance against coyotes like that, your basic cholo in the barrio, a Triad in Chinatown, a Yakuza in the Japanese district, a Mafioso in Little Italy, ect. When you enter crime you learn about The Order, and how they work. Some will seek to try and rise against and take control. Though most often that fails unless you are already a member. Other times you will get caught up in one of their "recruitment" manipulations that will drive you and rival crews against each other in a genocidal rage that leaves only few alive in the end, who the order sees as elites of the shit pile and recruits in. Though once you are in The Order is when things get serious.
The Order itself is stable and self serving most times, but it needs a leader. You see The Order has a hierarchy.
Overlords rule everything
High Lords watch over all underlords and train the Elites, the highest point a basic soldier can take without becoming a Lord.
Drug Lords and Warlords sit as underlords.
Drug Lords controlling the out coming and incoming of the drug game.
Warlords planning violent outbursts in smaller gangs, robberies, and training Soldiers in the art of killing.
Then the lowest lord class. The Peasant Lord who readies new recruits for "initiation" missions and readies them for training as a soldier.
Without a Overlord the whole thing crumbles down and war breaks out amongst ALL the lords to become the new Overlord. Though thankfully most times a Overlord dies is due to a coup by his underlings.
Prime example is current Overlord Jason "Big Jay" Vasquez, who killed old Overlord Eddie "The Hook" Traven, and twenty of his High Lords to gain control.
Though on rare times it does happen, the whole city is torn apart by the reaction by criminal response across the city.
Though The Order always seems to have control of most of they City, there is one major threat to them that no matter how hard they try they have yet to be able to kill. This man has stopped whole shipments of coke and heroin in their tracks, arrested High Lords in the Streets, and even assassinated one of the Overlords in the past. Chief of Police Christopher "Unbreakable" Exies. This man controls the East Bastion Police Force, and has forced all agencies of law that work in this city to assimilate with his force or else he will never diverge any of his past information. It is because of him anyone even knows The Order exists, and it is because of him they know of The Order's hierarchy and ways of recruit. He himself splits the forces under him into the "Regulars" and his special anti-organized crime projects. Regulars he lets them do their thing, patrol, detect, FBI work around try to find something, but in his special forces he gives them all information he picks up from an almost endless set of ever decreasing ever increasing contacts on the outside. He also gives them the free running to try to stop The Order.
His forces depict two plans, firstly is Project Suicide Cult, this is meant to infiltrate The Order, and somehow get one of the operatives in as high positions like High Lord, or , their ultimate goal, Overlord to dismantle the whole thing from the inside.
The other is Project Nuclear Winter, this itself is not the most honest of special forces, their idea of a motto is not "To Serve And Protect" instead they work on "For The Greater Good" and will kill whoever they need to to weaken the order.
As a normal person you have four choices most often, try to be a normal civilian and hope tomorrow won't be the day the world kills you.And often enough due to organization in the Order this will be okay for most. It isn't meant to be obvious, just apparent. Be in the sight of politics and watch as corrupt cops and men from the order push you around, but don't kill you due to your importance. Join the side of Law and fight The Order, or join crime and try to reach The Order.
In the end your options are working against you in this city. Where will you go?
