well we should have some sort of basic plot, like how they meet, or where they are, or what's going on in this world.

I'm thinking maybe a deserted island with a small town that looks old, but still has oversea shipments. The two live in the same town but have never met till one day they do accidentally. As for what's going on in the world... Maybe a war is going on and the island is the only safe place to be, but unknown to the public except for the shipments. Something like that.

maybe the island is safe because it is unknown that there is a war going on where they get there shipments from, or maybe not that, but the mainland, miles away. that same town idea is good though

Yeah... Somewhere around those lines. In any case somewhere in the world there's always a war going on. Some places may not know about it, that's true. Could work anyway. The island being clueless about the war with no news, radios or TV to inform them. That works...
