What the Hour and half-hour mark mean is that's when thier supposed to reset, not the only times you can get it.
What I got from your post is that you think that only at 1:00 on the dot, than 1:30 on the dot could you click for carrots.
What it's actually supposed to be is that it resets. So if you click at 1:15, it'll reset at 1:30, and you could click at, say, 1:34. (You would get something no matter what time you logged on and clicked, as long as you clicked.)
What it is now is that it's a half hour after your last click that gave you carrots. So if you click at 1:04, you can't click for carrots again untill 1:34.
