My mum said she saw a lot of cops out the other day. But like For-Chan said, they're out there to make sure people follow the laws and punish those who are not. I know, from reading and seeing news, crime is rather high now-a-days because of the recession (people can't afford certain commodities like food and resort to stealing). Likewise, hundreds of people die a year because of speeding related accidents.

Also, keep in mind, the money brought in from the tickets help the local community, the state and the police dispatches too. Think of it as a form of tax set upon you whenever you do something stupid and break the law. If you don't want to fork over your cash, behave yourself on the roads and pay attention to parking laws and whatnot.
