aww that's not nice.. I am glad I have never had a neighbor like that. I have never been friends with a neighbor before though either. Right now I live next to a bunch of loud people. They're really rude and they howl and stuff too. They come home drunk in the middle of the night and don't get in trouble by campus safety.
