Limbo isn't everyone's dream, it's only the same for those who are dreaming together. Or at least that's what I got out of Arthur's explanation. Both times we see limbo, it was Cobb's limbo so it looks the same. But if it was say Arthur and Ariadane in Limbo, it would be a clean slate.
