We push for people to get their old accounts back because they're only allowed two. If they make a new one because they don't remember the information from an old one and can't be bothered to seek help in finding out, and then go and make a mule, they're going to end up with one being banned and them receiving an infraction for multiaccounting. It's no different to us than people creating a new account simply because they don't want to pay for a name change. It may seem a bit harsh, especially if the person doesn't remember their information, but who's to say that one day they'll end up remembering it and now they've got access to 3 accounts. It also saves us from having a bunch of abandoned accounts.
To answer your question on if we would grant them another avi to use as a mule, no, we wouldn't. When people create an account because they can't remember their first account and we help them out and recover their old account, one of those accounts becomes a mule because now they have access to two accounts. We wouldn't push a random account onto someone though.
@Cobalt: You're fine to create another account as a mule for yourself. If you ever remember your original account though, please please please, let us know and we'll get all the accounts and everything sorted out. Don't just log into it and start using it even if you've stopped using one of the accounts.
