Hazelnuts are tasty, but, chocolate is more tasty, and also hazelnuts aren't sweet. I'm guessing that a non-sweet spread just wouldn't appeal to children, which Nutella is primarily intended for, and just adding sugar to hazelnuts wouldn't taste very good. Also, if they did that Nutella wouldn't be that different from peanut butter. Thus, chocolate.
