Portland and Oregon in general is not rainy all the time. During the summer months, Oregon can become quite dry. I haven't spent much time in Portland, but I know Portland's weather differs from other parts of Oregon due it being in the Columbia Gorge making it more windy.

The Oregon coast usually begins its summer in the middle of June and sometimes not even then. I've been in a cool fog on the central coast in August.
