Well, it used to be a polite way to say that someone was disabled, but now disabled is the 'nice' way of putting it (and saying "retard" is offensive...because not all "retards" are slow...which is probably true, so, yeah i can see how it could be offensive).
I think. I think it might be "medically disadvantaged" might be the polite term now or something like that.
