Lol, I'd advise not limiting entries, yeah. XD It tends to turn people off from entering art contests, I find. Plus, this way there's more art for you. ;D
There's no rule that art contests have to give consolation prizes or anything, so there's not much to limit people, I'd think. o3o; And even if you do give one, most people are happy with even totally minute amounts of gold or EIs.
Reserving it to one entry per person however is smart in *small* art contests. That way you don't get one person entering repeatedly in effort to reach the entry cap or get more prizes. XD
