The third ref has a bit of her info in the description. She's a sweet girl, but often confused/mysterious because of how her lifw went through.
Her hair goes in gradient from dark (bottom) to light(top) blue, plus those thick parts of yellow around her face, also in a few tones. The first ref is the best for it.
She's always surrounded by pastel yellow fog, being the rest form of her guardian (second ref, for example)
Possibly, I'd like her in the outfit from that second ref. Her hat always stays the same. Rough sketch of the top:
