Because people think the parks are magically full of money and don't realize that we get most of our money from non-profit groups and donations.
People (Washington) think that the parks aren't worth putting more money into because they can't be manipulated and corrupted into topics of voters interest. Like WAR or TERRORISM. Although... there is talk about starting to sell federal land to private industries, which would include National Parks and things like Native American reservations.
