If I am correct, humans get a +1 modifier to every single ability. I also read somewhere about variant humans, do they get more/less/different modifiers?

I was reading about feats in that D&D 3.5ed handbook and I had a question about the spell focus feat. The handbook describes it by saying

Ok so far ability scores are as follows: 13, 12, 16, and 17.
Now in my third roll out of six I rolled one 1 and a 10,6,2,3. Do I re-roll because I got one 1 or just add the 6, 2, and 3 to get 11?
I think I saw you guys re-roll when you received two 1s, so I will re-roll my second last roll because I got two 1s.
