I remember watching this competition show and there was one of the bakers who made a similar-pattered roll like that. They get the colored dough all laid out first, in the pattern you want (in this case, the cherry blossom flowers and the branches), then roll the roll dough over it, so that it sticks to the larger dough and becomes a part of it. :3
