Yeah, except there are just way too MANY of them to be able work that way. The shelters are all under-funded, and there aren't enough people to take them in, and those idiots who keep on feeding the strays are just making everything worse. The government's been advocating about it, but do they listen? Being the idiots they are, of course they don't, and keeps on insisting that they're doing good. So far one of the methods the government's been doing is capturing the dogs, neutering them, and then releasing them back onto the streets. But of course the non-neutered dogs are still at a very large number, and irresponsible owners are constantly throwing out the dogs they don't want anymore, so...yeah. Not working. :|
