I think that's the smart way to do it.

We really only thought out our plot through the guard members and the rebel meeting and the heat which would bring them together. I think the general goal if for all of them to end up on the same side, probably the side of the rebels. Uncover all the darker sides of the country and all. Hayden and Chance basically made a promise to contact each other and Erwan is Hayden's superior so he has some reason to get involved in that. Not sure under what circumstances they should meet again though.
