What it is now is that it's a half hour after your last click that gave you carrots. So if you click at 1:04, you can't click for carrots again untill 1:34.
(CK has said she will talk to Inso to get that fixed.)

Yup, it a bug. Unless it's decided to just be kept like it is now.
