I have always preferred tube water colors, but they are more expensive. Here is a good review on how to choose which is better for you: How to Choose Between Pan and Tube Watercolor Paints Keep in mind that I am NOT a painter.
Now for pencils and markers, I really do love Prismacolor. Pens, I use mostly the Uniball Visions and Pilot Precise V5. BUT...if you want to do water color over ink, Faber-Castell makes some fabulous Pitt Artist pens that are waterproof.
