In the year 2020 all the humans were whipped out. Now only fairy's from each of the eleven tribes survive. They live in harmony, their city covering the whole of the earth.
There are sections of the city for each of the different elements. Although only that a few elements will be able to fully thrive there. There is one section on the land which is neutral territory.
