Alas I do not have any beats and he is hiding in my jacket right now making tiny chip noises. He's gonna have to go back in his cage and I'm gonna need a shower. I think I have poo in my hair. He was chewing on it when he crawled into it.

Mostly on my shoulders and head. Although he likes burrowing into my jacket as well. He's less than a year old, still a baby bird. I don't take him out as much as I should but with the two cats and my dumb work hours it's hard.

how often should you let birds out of their cage -always thought it was ok to leave them in the cage all the time-

Some birds like finches and canaries are better left in their cages. Parrots need interaction, they are very social birds. It's recommended at least 40 mins a day or to get them friends. But with his eye I'm worried about getting him a friend. Birds pick at abnormalities and could hurt him even more.

Either. Just any sort of socialization so they don't go crazy, birds will start getting self destructive when they get bored or upset. Pulling their own feathers, chewing on their feets. Not very good. It' better to have a happy bird.

Those birds need a lot of affection or they'll eat themselves.
Or lose their feathers. My grandma had a lot of yellow ones.
They don't shut up as quick as other birds do, though.

Woo We're killing the monster!!
Blubeard is pretty quite as far as budgies go. He's actually crawled into my sleeve now and is sleeping, making clicking noises. He usually yells to let us know a cat is in his room or he's lonely. When we go in to check up on him he quiets down and starts with his quiet noises.

I don't really know. He's my first bird and he's different than most birds because of his injury. Before I adopted him, he was in a tiny cage with no friends in a sick and injured room at my work.

Tiny cage? That's revolting. Did they ever get reported for doing that? Well, I'm glad you adopted him because he seems to have settled in pretty well and loves you. Those are basically starter birds, though. I think it's good to start out with them. Other birds may not be as unique as he is.
But I do know I've always wanted "Love Birds" but they cost too much and I would't be able to afford getting it a partner and my mother said it'll die early if it doesn't have another Love bird with it, of the opposite sex. Because they literally survive on love.

It was a simple dome cage meant for a finch. I felt so bad for him once he was all healed I took him home. Now he has a big cage and lots of toys and Fuzzy huts and Corner cozies and treats and fruits and veggies. We talk with him every day and I try to take him out at least twice a week. I don't spoil him at all. :3
They didn't get reported because it was a temporary housing situation while they treated him for his eye infection. They actually treat the animals really well and make sure they get all the requirements needed. No more than 6 budgies to a 3x2x3 cage, must have at least 2 toys, 3 perches, two water dishes with fresh water twice a day, 1 food dish and millet. That's just the budgies.

LOL Nope, that seems fairly regular affection to me. xD He's one lucky bird. Does he do that purrring "humm hummm humm" when you pet him? It's adorable.
I had a wild sparrow fly into my bedroom a couple of years ago and I caught it and started petting it. It fell asleep in my hands afterwards, though. o . o; But then I had to let it go because it was making my cats go nuts.
Oh, okay. I was about to say, though, that's an awful thing to do to a bird if it wasn't medical wise. It's good that they're taken care of like that because birds are very sensitive to their area when they can't just fly away.
