That wasn't the idea I had but I like it. I was thinking it was a rogue naga from another tribe.

and we can go with the other Tribe idea, but the other tribe is trying to figure out where Tenshi lives to try and get hold of Zaibu for some political scam or other...

Maybe trying to get a hold of Zaibu to hold him for ransom. They don't know he's been disowned. If you would rather not be the naga I can make one long post about it.
