The face is a little odd due to the crooked line.
The pose is a little messy.

The head and neck are gigantic, but maybe they're supposed to be that way xP
Also, you should add folds in the clothing.
And the hands look kind of weird, the left (our right) hand

Chibified art is another form of what we can consider as "superdeformed". The usual scale people use to draw humans are 1:6, 1:7, 1:8. But most prefer to use a 1:7 scale. I personally use 1:6 - 1:7.
Most SD/Chibi forms tend to reduce the proportion to 1:3 or 1:4. But 1:4 I think is for small children?
Well. When I was looking at your drawing, I couldn't see that. ; ; Why do I look for scale? Although I personally don't strictly abide with this, at least I loosely do and when I do so, I am able to find this sort of balance. Proportions come right after once you get the whole scale thing right or are getting the hang of things.
SD/Chibi isn't just about having large eyes and exaggeratedly small/big features. Despite such they still follow some kind of scale.
They also have their center of gravities like humans. :3
Speaking of balance, your drawing doesn't follow a line of gravity and looks lopsided/about to fall. Another problem of balance. When you draw a character that's standing, you have to make sure their feet are firmly planted on the ground and they don't look like they're about to fall over. A solution to this would be either imagining a line vertically across your OC standing up or drawing it.
Now onto the finer details...
Costume and props wise, I can see something in the works. Although it needs more variety and flair.
Though I'm curious...what is she holding? I can't seem to figure it out.
And her hat... Until you mentioned she was meant to be a witch, I had thought it was an elf's hat. -.-; It doesn't have the wide brim effect we all expect from witches. Sorry! DX
Large eyes aside, you seem to have done the face proportions well. Her eyebrows are presumably underneath that hat. So I won't ask where it is. xD'
Hair needs work. It needs to look livelier.

It still needs work, but the face is pretty cute. I'd work on the hair just a little bit more, to make it either more or less detailed, because right now it's somewhere in between. (Still looks kinna cute though ;3)
Also, just work on her stance. The legs need a bit more work.

@whitebeast : I don't think it was necessary to write all of that stuff about proportions. People sort of get a feeling when they're drawing and something's not quite right. She just needs more practice, not a complete dissection of her artwork. :[

I've had worse criticisms that seriously made fun of my proportions and the lack of expressions in my drawings.
._. I think I stopped drawing for a while because of it. But I must say it did help me improve. They came from people who said so rather honestly and I couldn't help but be moved to improve and make it better now. Some rather honest...some not quite but regardless you have to make better out of the situation and see what's happening.
Though in reality, the worse critic in the world you can ever get is really yourself. Otherwise someone you truly admire going through your work that is.
Proportions are very tricky stuff you know. It's something even the so called experts can find themselves troubled with. Even with their expertise on the field, they still end up getting little mistakes if you look closely.
It takes practice indeed...
Art yes is a talent...Some people just have it. But really now you think about it, some who don't persevere and become artists because they worked for it. Same here. We work to get where we are...
She did ask for a criticism. I didn't just dissect it. I also gave tips and some advice. I still haven't gotten the time but I have plans of posting some stuff to help if she'd have it that is. I did that before...

- I think it's a cute drawing.
However, even if it's a chibi drawing, the proportions are so distorted, and the style is so over done.
Is this rushed? It looks a bit rushed.
