well, i have a couple of questions actually...

ok, so you collect the snowflakes and when you get a certain amount you get a prize, right...?

when you have a certain amount you will get a clue which tells you where to go collect a prize. no clue's have been released yet.

When the event items are released, you get a clue so you can go and find it. One is released each day.
When you've figured out the clue and found an Event NPC you can trade in your snowflakes for that days event item. Does that help at all? >.<

can you give me an example? like... a clue from the halloween event or something?

Gosh, I can't remember the clues. Urm, one was something like: "Let's welcome the new guy in town" and we had a new admin at the time so the NPC was in his profile.
It's general things like that. ^^ But of course not that clue again.

Some of the clues during Halloween were quite hard, but we made sure that they weren't as difficult this time round. We don't want people not getting the event items! :D
