It's called Psoriasis... basically end results is lots of unpleasantries...

Always have dry skin peel off at finger tips and my lips are never tender. all cracked.

Yup... bleedy ichy and scabby and all around unpleasant.
For some it's embarrassing too... but honestly I don't care all that much

My brother have similar skin condition too, and have it on his legs. eww, large spots of skin just peels of and itchy. He produces more dead skin than me. Mine is more to my itchy habits of peeling. DX I just can't stand the dry skin having a 'point' poking out.

Umm... do either of your parents have it? Because from your description of your brother that sounds a lot like psoriasis

My fingertips can be heal if I stop peeling it, by habit.
But then, my lips. I had tried having adequate intake of 8 glasses of water for a few months (during my term time, easy to regulate. XD), and yet lips still crack.

Try that anti lip... cracking... stuff...

I see... well psoriasis is hereditary so I dunno then...

Same whatever stick or balm that put a layer on my lips. I hate it.

Ehh... me too... not sure what else you can do about it. Do you lick your lips a lot by chance? Apparently that can chap your lips really bad too

I don't lick a lot, just after meal times. XD which mean generally 2 times a day?

dead skin. dry skin they cracked, and unsmooth surface. The unsmoothness, makes me want to pick it out.

Sounds annoying... *would totally pick it till it bled*
