There are purple eyes, and I think eyebrows and eyelashes. No eyeshadow though.

Nah, it's b/c it would require over 4,000 different codes (or whatever the tech term is :P )
One for each combination of gender, skin color, and eye shape.

Don't the others use that much? Or is purple just special?

I think it would be difficult to make the eyeshadow work with all of the other items that go on faces, like Hats, helmets, tattoos and general skin changing items.

I just know the Wadjet, and that's what Jelly said took SO MUCH TIME to code.

If they just made one kind of eyeshadow that layered between the eyes and the skin (and didn't account for eyebrow shape or skin color), then I think the coding would be as simple as with any other item.
