We have a light rail here and people try to ride for free all the time. There are metro police that check people's tickets.

I seldom even see the train conductor that check tickets.
Especially not during peak hours.

I only ever see them when it's too packed for me to get a seat.

Hawaii is making a rail system but it's causing more problems then helping. XD

There's railway running through edge of my city and it's been there for like century or more, no trouble there. We have very old sort of trains mostly and the railroad is underfunded so it's not the best option for travel, although it seems they are trying to make it better again, with monthly fare tickets that are cheaper and so on.
