For pixeling things, I've seen people charge per item before o3o (usually wasn't much though, maybe 5 or 10g? can't remember >_<)

I've also seen artists charge extra for backgrounds or animals (stuff that's harder to draw or takes a lot of effort, basically)

I've never done that.
I did that with adding on animation when I had a shop here. That's about it.

But for pixeling... you really shouldn't be charged separately unless its a large canvas you're taking on.
And the complexity of the landscape and the objects surrounding it.
