It's possible that it's coming from across the water. But that means crossing several miles of the aforementioned open water, through a large harbour, then a strait, then a small sheltered part of the harbour, then down an estuary and into a creek. It's not the whistle I hear, though, it's the sound of the cars going over the tracks. I lived in an old part of a city when I was a child, I was used to hearing the train going past. It's a familiar sound to me. Whistles are nice, though.

We used to live right next to the tracks.
Whenever a train went by, the house shook.

Same. I lived far up a hill from one, but it was close enough to be very much a part of our lives. If I recall correctly, they would only use the whistle at night. It was a happy, sleepytime sound.

Congratulations to all the winners.
There were a lot of great suggestions.
I love trains. I find the sound of a train very soothing, of course I have lived close to train tracks my entire life.
