I deviate between MS Paint or Photoshop, depending on complexity. X3 You really don't need a big fancy program since pixelling is working pixel by tiny pixel. Paint can do wonders.

No, MS Paint is perfect. :]
It has a couple of tricks that no one seems to know about, such as the color replace tool. That thing is a life-saver. x]

I haven't made anything that involves pixel art in a long time, but I will not use anything else besides Paint Shop Pro 7 for pixel work. That's the only program that has brushes that are precise enough for me to work with, but that also offers a preview window. It also allows me to set the pixel art's transparency easily when it's finished. :)
I've also heard of people using MS Paint for making pixel art, but I've never tried it. I don't have the patience to attempt to try to make a piece of pixel art using that basic of a set up. No offense to those who do, though. ^^;

The only true pixeling I've ever done is in Gimp, and let me just say how difficult it was. o 3o;
I'd love to get a firm grasp on shading techniques and whatnot, since I've no idea how to do that; also, it'd be amazing if I could get some palettes premade, and each thing labeled [shade 1, base color, etc.]. -shrug- I've no experience, so as a newbie, I should have more and more laid out for me, or so I think.
