OK so I have used artpad at art.com and i liked it. Is there some programm or something that lets you upload your own pictures and you can paint or color them with a large brush like in artpad, but you can still see the lines behind the colors, like overlapping. Thank you! Best answer goes to whoever gives me a working solution. (oh and it has to be free) (I am not sure if this goes here... but if it does not please move it.)

You mean like MS Paint on your computer where you can save your image and upload it on photocbuket or something?
Are you looking for an advanced art program or a site that can host your images?

Nuu! I mean a programm where there is a tool or something to paint over lines, but the lines are still showing. Have you used artpad? If you did you would understand... i think.

There is a program called GIMP that I'm still learning how to use, but I like it a lot...it has a lot of interesting features.
Or Open Canvas....which is similar, but I haven't really used.
EDIT: Oh....hmmm I don't know if there is a program like that...

I also have gimp, and I am a newb at that. What i want is something that works like a real brush, its easy to paint and looks a bit transparent so lines behind it show. In paint you can use the bucket tool ,but that means that every line has to be touching.. and no. So no such thing exists?

GIMP, Open Canvas, or Dogwaffle Project are all very nice programs~
They have layers so you can paint underneath the lines.

I doubt you'll find exactly what you're looking for, because you're asking for a lot, but also that it has to be extremely simple.
All the best ones have been mentioned so far. And you turned them all down. I still suggest downloading oC 1 and learning how to use it.
You don't have to use layers, but you can if you want.

I just downloaded Open canvas 4.5, is that too hard of a programm for a newb? I shall try my best. Thank you everyone for answering.

On GIMP theres a button thing on the submenu of the brush with "OPACY".
If you set it lower, then the color you paint with shows up behind the lines.

simple solution
-open the black and white image/sketch in photoshop
-double click on the sketch's layer in the layer window and turn it into a layer [said layer enough times?]
-change the layer properties to multiply [the area in red on my image]
-make a new layer and color there, not where the sketch is
that's all. your coloring will cover all the white areas and the lines will remain in tact. :]
simply using the bucket tool on a saved image will not work well in any program EVER. this is the easiest and best way to get results.

wait... okay, i understand now that i re-read.
a lot of free programs offer layers.
what you do is draw your picture, make a new layer, and then drag it under the picture.
one that i really like is sai.
if you give me a minute i can find the downlaod link

it'll ask to read your computer for any previous versions when you first open it, and just let it
