Some are genuinely bullying.

In my experience, most bullying is actual bullying. Some of the reverse-affection actions sort-of cross the line into bullying as well, but those are mostly just being annoying/catching attention.
Like pulling on someone's piggy-tails and running away giggling, that might be a "I sort-of kind-of like you but you're a girl and have cooties so I'll settle for catching your attention by being an annoying pest" situation. Kicking someone in the head definitely is not such a situation, though. Nor is hiding someone's bag in a garbage bin. Or ripping someone's drawing to pieces.

Continuing from the mean kids picking on me, they didn't physically hurt me. They just talked mean. Picked on me for everything. I couldn't stand it.

And then some of those kids were really nice to me later.

Some of those kids just are strange like that. None of the types that really bullied me ever were nice to me later, though there's a handful that shamefacedly looks away from me if I come across them.
