Thulhu ~ Depending on your operating system, it is very likely that you can kind free programs online that will help with graphic animating. Also, image ready from adobe does it. :)

I'm using Image Ready CS. It's a pain I think D:

Sundey ~ I agree about image ready being a pain. I don't really make animated gifs so I can't advise on a better program though... maybe google it? I'm sure someone out there made a blog about the top best programs for it, both shareware and others.
