For vector, Adobe Illustrator is the most reputed program. Quite complex, though.
Flash also uses vectors but doesn't have as precise tools.

I've never done vector before though, are they not good programs to begin with?

I agree with Meririm, Adobe Illustrator and Flash are the way to go. *nods*

I think you can get them free for like trials and stuff.

I've used both Illustrator and Flash for various tertiary education courses.

You need to pay for both of them, unless you download trials I suppose.

Illustrator has more precise tools, as was mentioned, but it's much more fiddly, and harder to learn.

Flash in contrast doesn't have as many tools, but the interface is intuitive, and I on the whole find it far, far simpler, especially for people who're starting.

Just an interesting note: All the art you've seen of mine on this site is vector art, created in flash.
