Crystal Wing, it is inside Mr. Mayor's thread, second post. It is like finding an NPC, but the clue is already out, in the second post.

in the first post of the first thread of this event it tells you where to go. And this hairpin is the only event item, so don't worry about finding any additional ones once you find this.
