The only reason I can think about for why they would do it this way is because they didn't want people to be able to buy almost all the commons through the candy apples. They wanted more people to spend gold since they might have found that during the last event it was 'too easy'.

I should be able to get one last nice common before the event ends. Hopefully I can get one of the tribal dresses ><;;

I spend 10k on the event commons. If I had time to sit like I did during the last event, I would spend around 4k the most.
