that makes sense! the rules just need some polishing so the wording matches the way they're being enforced, and so that everything's centralized. i'm sure nobody meant for them to stay the same for as long as they have, it's just nobody has had the time to get everyone together all at once to brainstorm an overhaul. it's definitely a massive amount of work and not something i'm looking at lightly. i wish it was as easy as just flipping an un-borkify switch u_u
