I intend to base my judging on a number of factors. Artistic skill does play a part, but I'm more concerned about how well you fit the NPCs into a costume.

For example, some questions I might ask: Can I tell what the costume is meant to be at a glance? Is it creative? Can I tell who it is "under the mask"? Is it something Cessy/Mr. Mayor might actually wear?

But don't stress too much about it. Aside from the top prize winners, I'm planning to award several mystery prizes too. ;)
