@Elizabeth: She's the person that the Mayor was going to marry. Though, she turned around and said that she didn't want to. Now she's dressing like this. If you read the last page of the Menewsha Manga, you may understand it a bit, even though it hasn't been updated in a while.

So far today (I love her new outfit. I want one.) she snuck in on the mayor and sliced his face. She also got in a fight with a girl and there was a brawl in the event thread with people swinging chairs at her head and throwing ice and stuff at her to get her to calm down.
She's certainly not the same as she was before...
