Paleo is short for paleolithic. It's a time in history when humans existed but couldn't farm yet. They followed the food and lived in caves. They hunted and gathered whatever they ate, and once the food was gone, they had to move. So there were no cities or permanent homes at that time.

Yes, you can eat meat, but it has to be grass fed, or fish. No dairy, processed foods, overly salty stuff. No grains as well, which is weird, but okay.
