What is the Formula of the pie throwing?

A lot of the times, when I throw a pie on an even minute, I get 2 of them.

And twice now I threw a pie on a 0'd minute and got none.

The rest have been a little random,

Do you want to help me find the Formula for Pie??

I guess I did not explain myself clearly.

If you throw a pie on an even minute, you get 2 pies?
If you throw a pie on an uneven minute, you get 1 pie?
And, if you throw a pie on a 0'd minute (ex: 10, 20, 30) you will get no pies?

Because that's the pattern that has been happening to me for the past 2 hours that I have been online.

I actually figured that it depends what NPC you're throwing at. Some will always dodge, some are easier to hit. But then one who was supposed to give me two dodged, blowing that theory out of the water.

Yeah, I'm inclined to agree there.

There is no formula. I tested the whole even thing and I got zero pie.
It is indeed just random.
